emission intensity
Definition: The average emission rate of a pollutant relative to the intensity of a specific activity; for example, the ratio of carbon emissions to GDP.

Thus if China says it's going to cut its carbon emission intensity by 4% with respect to GDP, this means that if its GDP has beening growing by 10%, in the future it will only allow its carbon emissions to grow by 6%
